Fonds d’investissement en économie sociale (FIES)

The FIES offers financial assistance to enterprises in the social economy field undergoing a start-up, expansion or consolidation process.

Type of Assistance

Financial assistance between $5,000 and $25,000 granted per project by way of a non-refundable contribution.

Eligibility Criteria

The Enterprise: 

  • A properly constituted enterprise operating in the social economy sector, a non-profit incorporated organization or a cooperative
  • With Head Office or business activities located on the territory of the MRC des Pays-d’en-Haut
  • Makes goods and services and is financially viable
  • Provides long-term jobs
  • Enjoys managerial autonomy
  • Generates independent revenues.

Some sectors of activity will be given preferential treatment.

Investment Criteria

  • Viability of enterprise
  • Pertinent expertise and experience in chosen sector of activity, along with competencies and aptitudes in management
  • Business Plan outlining project viability and excellent prospects for the future
  • Important socio-economic impact
  • Economic benefits with regards to job creation and retention
  • Supported by the milieu. Supporting the milieu.

Terms & Conditions

  • Presentation of Business Plan indicating the viability of the enterprise
  • Analysis of file by Investment Committee and approval by CLD Administration Council.

Fonds local d’investissement des Pays-d’en-Haut (FLIP)

The FLIP is designed for the creation and retention of jobs through financial assistance that it brings to the start-up, expansion, consolidation or acquisition of an SME (small or medium-size business) and social economy enterprises located on the territory of the MRC des Pays-d’en-Haut.

Type of Assistance

A loan between $5,000 and $100,000 that can be offered as a conventional loan, with or without security, an equity loan with the option to purchase participating shares in the enterprise or a royalty on net income or sales.

Eligibility Criteria

  • A properly constituted Québec enterprise with its main activity located on the territory of the MRC des Pays-d’en-Haut
  • A viable and profitable project that contributes to the creation of permanent jobs
  • The enterprise operates in the primary, secondary (manufacturing) or tertiary (propulsive or structuring service industry) sector
  • Promoter’s investment of at least 20% of the total cost of the project is required.

Investment Criteria

  • Viability of enterprise
  • Promoters’ pertinent expertise and experience in the area of operations, along with management competencies and aptitudes
  • Business Plan highlighting ongoing profitability, excellent prospects for the future and significant economic impact
  • Project must generate economic benefits with regards to job creation and/or job retention
  • Entrepreneurs must keep an open mind towards workers and maintain good working relationships.

Terms & Conditions

  • Presentation of Business Plan highlighting project viability and profitability
  • Fee for file opening (1% of requested amount, minimum $250)
  • Analysis of file by Economic Development Commissioner and presentation to Investment Committee members for approval.

Programme Jeunes Promoteurs (JP)

The JP Program offers young entrepreneurs financial help for the creation of a first or second enterprise or the purchase of an existing one.

Type of Assistance

An amount granted as a non-refundable contribution equivalent to the promoter’s investment, up to a limit of $5,000.

Eligibility Criteria

The Promoter:

  • Between 18 and 35 years of age
  • A Canadian citizen or landed immigrant residing in Québec
  • Agrees to work full-time in the business.

The Project:

  • Head Office must be located on the territory of the MRC des Pays-d’en-Haut
  • Must offer excellent possibilities of viability and profitability
  • Will result in the creation of at least two permanent jobs or the equivalent in person/years within two (2) years from the start of the project’s implementation, including employment for the owner(s)
  • Requires capital expenditures
  • Financed in part by promoter’s investment
  • Demonstrates to Programme JP Committee members that financial assistance is essential to the realisation of the project.

Some sectors of activity will be given preferential treatment.

  • Significant economic impact
  • Project must generate economic benefits with regards to job creation and/or retention.

Soutien au travail autonome (STA)

This program, under the aegis of the CLD and financed by Emploi-Québec, offers financial and technical assistance to eligible participants who wish to set-up or acquire a micro-enterprise in order to become a self-employed worker.

Type of Assistance

  • Financial: benefits from Emploi-Québec for a period that could reach 48 weeks
  • Technical: guidance in preparing Business Plan, vocational retraining, follow-up on project evolution.

Eligibility Criteria

The Candidate:

  • Employment Insurance or Income Security beneficiary
  • Marginalized worker (unstable employment with no job security)
  • Unemployed and does not receive public income support.

The Project:

  • Head Office must be implanted on the territory of the MRC des Pays-d’en-Haut
  • Promoter must invest a sum equivalent to 15% of benefits.

The Promoter:

  • Must work full-time in the business on an annual basis
  • Must own 51% of the shares in the business if two or more associates.

Some sectors of activity will be given preferential treatment.

Investment Criteria

  • Promoter’s entrepreneurial profile
  • Viability of project
  • Business Plan must demonstrate ongoing profitability and excellent projections for the future
  • Level of competition in chosen sector
  • Relevance of sector of activity on the territory of the MRC des Pays-d’en-Haut.


Terms & Conditions

  • Validation of eligibility with an agent of the “Centre local d’emploi” (CLE)
  • Meeting with CLD Commissioner and preparation, in writing, of project summary
  • Presentation of project to Selection Committee
  • During second phase of proceedings, presentation of Business Plan demonstrating project viability and profitability.
